It is about the mind of the people. It is about how to conquer the spirit, the intelligence, the understanding of the people.It is not new. It started with the [COVID-19] pandemic. When the pandemic came, we started speaking about “the battle of narratives”. This is a sentence as important as “the Geopolitical Europe”. The battle of narratives started with the pandemic at the latest.And, today, that is clear: this war is not only conducted on the battlefield by the soldiers. It is also waged in the information space, trying to win the hearts and minds of people....This is a major threat for the liberal democracies, which are based on information. Democracy is a system that is based on the information that people have, because they made their choices – their political choices – according to their own perceptions and information that they receive about what is happening in the rest of the world.If the information is toxic, democracy cannot work. If information is manipulated, people don’t have a clear idea of what is going on. So, their choices are biased, and the information is the oil of the engine of democracy. We have to take care of the quality of information because is the sap, the blood, the oil, the thing that makes democracy work.

Yesterday, EU High Representative/Vice-President Josep Borrell spoke at the EEAS Conference on Foreign Information Manipulation and Interference about the dangers of Russian disinformation campaigns:
The EU created an "EU vs. DisInfo" organization, with at least 16 full time staff, all to fight disinformation. Yet it begins and ends with Russian disinformation.
What about anti-Israel disinformation? Where is the EU on that?
The EUvsDisInfo report released yesterday shows a great graphic of how Russians are manipulating information. But it doesn't mention that anti-Israel forces use exactly the same methods.
Pallywood manipulation of photos and videos? Check. Overwhelming social media with anti-Israel memes? Check. Changing the context to not allow pro-Israel voices to make a point? Triple check. Using diplomatic methods to attack Israel? Not only the PA but many of its allies, check.
But does the EU even notice anti-Israel propaganda techniques? No, they agree with their messages. And when they agree, they don't think they are being manipulated. For example, when Defence for Children Palestine says that Israel killed a child earlier this week, they won't bother to check whether the "child" was a member of a terror group. (Yes, there are some that are too extreme for the EU, so they can pretend that they are discriminating between truth and lies.)
Anti-Israel lies - that Jews visiting the holiest Jewish space are a threat to peace, that illegal Palestinian outposts in Area C are legal while legal Jewish towns are illegal, that Palestinian NGOs have no terror links, that Israel is attacking civilians, that Palestinian attacks are all in response to Israeli "crimes" and wouldn't happen if they weren't "provoked" - those lies are accepted by both official EU bodies and their media, and therefore the public.
The fact that they happen to align perfectly with traditional European antisemitism is just a coincidence, I'm sure.
The fight against disinformation assumes that there is an objective truth. I agree. Yet the progressive crowd emphasizes that there is no truth, that narratives are the only acceptable form of reporting, and only certain narratives are acceptable. The EU vs. DisInfo site seems to state that there is objective truth when it comes to Russia, but it doesn't seem to have an issue when its own intelligentsia seems to embrace a post-truth worldview where narratives rule - especially when it comes to Israel. It would be interesting if they use their own methodology against the "progressive" narratives.
But they won't.

EU High Representative/Vice-President Josep Borrell spoke at the 24th EU-NGO Forum on Human Rights on Wednesday.
Most of his speech properly listed the worst human rights issues facing the world nowadays:
- The COVID-19 pandemic is estimated to have resulted in 6 million deaths.
- Thousands of people imprisoned in Belarus for protests.
- Over a thousand killed in Myanmar and 4,500 more in jail for protesting.
- Between 600,000 and 800,000 people dead in Ethiopia from famine and cutting off basic services.
- Afghanistan's oppression against women, the Taliban saying they were going to erase women from society.
- Russia trying to systematically destroy Ukraine, with millions of lives at risk this winter.
- Iran's killing hundreds of protestors and repressing women.
- China's persecution of a million Uyghurs.
And then after listing all of these huge and very real human rights catastrophes, Borrel just had to imply that one of the worst was Israel:
That is why we are setting today a new Global Observatory on the Fight against Impunity....and we are going to allocate €20 million for that.This Observatory will gather information and build knowledge about genocide, about crimes against humanity and other serious human rights violations. They are there. I have not mentioned Palestine, for example. But what is happening in Palestine – I am sorry, I have to say, although I know that it will bring me a lot of criticism. But yes, we have to remember what is happening in Palestine. During this year, more than 100 Palestinian people have been killed by the Israeli security forces. I do not deny that there are security issues. I think, and I issued a lot of statements condemning and expressing our strong concern about the high level of violence in the occupied territories in the West Bank.
As anyone who does a modicum of research would know, the vast majority - over 90% - of the Palestinians killed this year were terrorists, while actively attacking.
The vast majority of Jews killed in terror attacks this year were civilians, which is what started Israel going on the offensive.
But he doesn't mention them.
Borrell has the nerve to equate the deaths from crossfire of a handful of Palestinians with the events in Myanmar, Afghanistan, Ukraine, Iran, China and Ethiopia? He feels he must single out Israel as a major human rights violator? And that is the only example he mentions after saying that this new organization will research "genocide, about crimes against humanity and other serious human rights violations" - implying that Israel is guilty of the worst human rights abuses, after listing all the others.
Mentioning "Palestine" in the same speech as these other issues, and in the same paragraph as the new Observatory, changes it from what could have been am announcement of a good initiative, a chance to look at human rights objectively, into what sounds like just another political organization that will attack Israel while doing nothing more than lip service to real human rights abuses.
Nearly 1100 people were killed by police in the US so far in 2022. Why didn't Borrell mention that? Because it isn't in the same ballpark as the mass atrocities of the other countries.
Neither is Israel.
But Borrell just couldn't resist making it sound like Israel is in the top tier of human right abusers.
Which makes one wonder, was the rest of his speech as unreliable as this part was?

Eugene Kontorovich, Director of International Law at the Jerusalem-based Kohelet Policy Forum and director of the Center for the Middle East & International Law at George Mason University Antonin Scalia Law School, blasted Prime Minister Yair Lapid’s cabinet address Sunday, in which he confirmed that Israel has made concessions in US-brokered maritime border talks with Lebanon.
"Over the weekend, Israel and Lebanon received the American mediator's proposal for an agreement on a maritime line between the two countries. We are discussing the final details, so it is not yet possible to praise a done deal; however, as we have demanded from the start, the proposal safeguards Israel's full security-diplomatic interests, as well as our economic interests," Lapid said.
Lapid argued that ceding natural gas reserves to Lebanon would help the country become independent of Tehran, and ultimately curb the strength of groups like Hezbollah.
Kontorovich pushed back on Lapid’s claims, calling the concessions “capitulation” to Hezbollah, and arguing that pursuing such an agreement during an interim government violates Israeli constitutional norms.
“The proposed natural gas agreement between Israel and Lebanon represents a total capitulation to Hezbollah, and a transfer of sovereign Israeli territory to an Iranian puppet state.”
“As the people of Iran fight for their freedom, Israel is surrendering to Tehran via Beirut without even getting an acknowledgement of its existence in return, let alone peace.”
“After being proposed and rejected a decade ago, the deal is being rammed through, just weeks before the Israeli elections - in violation of Israeli constitutional rules - because the Biden Administration and Hezbollah understand the desperation and weakness of the Lapid-Bennett government.”
The emerging maritime agreement with Lebanon has benefits. These include negotiations between Israel and Lebanon, albeit indirect and mediated by the U.S. We should not underestimate the importance of an agreement, even if partial, with an enemy state. Lebanon is a broken, insolvent country on the verge of anarchy, and the money it would gain from gas drilling would help it stabilize. In addition, Israel could start producing gas from the Karish field immediately, and at a time when the world is hungry for natural gas and prices are increasing. It will do so without a physical threat to its rigs.
The main disadvantage of the deal is the possible loss of maritime assets. Had Israel wanted to, it could have drilled in more extensive areas and extracted gas, but that would involve a considerable risk of an escalation. In other words, Israel has made a tactical concession for a strategic gain of stability on the northern border.
However, Israel must make sure to let Hizbullah know that it wasn't its threats that brought about the results. Hizbullah Secretary General Hassan Nasrallah will not hesitate to challenge Israel if he senses weakness on its part.

Saab pledged that “Lebanon would not pay royalties to the Israeli enemy.”
Lebanon’s president Michel Aoun made similar claims to Saab, telling Lebanese citizens that “there will be no partnership with the Israeli side.”
Speaking earlier Monday, Prime Minister Yair Lapid said Lebanon would pay royalties to the Jewish state.
“Israel gets 100 percent of its security needs, 100% of Karish and even some of the profits from the Lebanese reserve,” the premier said.
Israel’s lead negotiator in the U.S.-mediated maritime border talks with Lebanon quit last week due to disagreements with the Prime Minister’s Office over how the process was being handled, Israeli media reported on Monday.
Ehud Adiri reportedly resigned just days before U.S. senior energy adviser Amos Hochstein on Saturday submitted to Jerusalem and Beirut what is widely being portrayed as a final proposal to end the two countries’ longstanding dispute over gas-rich waters in the Eastern Mediterranean.
According to the reports, Adiri opposed the terms of the emerging agreement and how National Security Adviser Eyal Hulata conducted the negotiations after their purview was transferred to the PMO.
Israeli opposition leader Benjamin Netanyahu on Sunday accused Prime Minister Yair Lapid of caving in to Hezbollah with regard to the emerging agreement.
“Yair Lapid shamefully surrendered to [Hezbollah chief Hassan] Nasrallah’s threats,” Netanyahu reportedly stated, adding: “He is giving Hezbollah sovereign territory of the State of Israel with a huge gas reservoir that belongs to you, the citizens of Israel.”
