UN organization dedicated to facilitating migration silent on Gaza residents who desire to migrate

Last month, the heads of various UN agencies and other NGOs issued a joint statement expressing concern over Gaza and a list of demands, nearly all of them from Israel.

-An immediate ceasefire.
-Civilians and the infrastructure they rely on to be protected.
-The hostages to be released immediately.
-Reliable entry points that would allow us to bring aid in from all possible crossings, including to northern Gaza.
-Security assurances and unimpeded passage to distribute aid, at scale, across Gaza, with no denials, delays and access impediments.
-A functioning humanitarian notification system that allows all humanitarian staff and supplies to move within Gaza and deliver aid safely.
-Roads to be passable and neighborhoods to be cleared of explosive ordnance.
-A stable communication network that allows humanitarians to move safely and securely.
-UNRWA[1], the backbone of the humanitarian operations in Gaza, to receive the resources it needs to provide life-saving assistance.
-A halt to campaigns that seek to discredit the United Nations and non-governmental organizations doing their best to save lives.
Not one of the ten demands was for other countries to allow Gazans to take refuge elsewhere.

This omission is even more glaring when you see one of the signatories: Ms. Amy E. Pope, Director General, International Organization for Migration (IOM) .

And it was posted on the IOM website.

The UN organization in charge of migrants rights cannot even hint that Gazans - who desperately want to leave Gaza - have the right to flee elsewhere.

Indeed, looking through the tweets of Amy Pope, and press releases from IOM,  we can find no indication that the organization cares at all about Gazans' right to movement.
