I cannot corroborate any custom of decorating a synagogue with flowers or garlands on Rosh Hashanah.
It appears that the writer mixes up Rosh Hashanah with Shavuot, which has such a custom. If there was such a custom among Spanish and Portuguese Jews in the West Indies, I cannot find any record of it.
Apparently, it is not only modern AI that hallucinates.
